It won’t fit on a bumper sticker, but our ongoing, comprehensive effort to reform Missoula’s development code is the single largest opportunity we have to improve the lives of Missoulians. Over the past two years, we have updated our land use policy through the “Our Missoula” process, and as a council, we have already adopted a new land use plan and place type map. In the coming weeks, we will see new zoning released for public comment, and by this summer, we will have a draft unified development code—streamlining and modernizing the rules that shape how Missoula grows and develops.

Code reform is about more than just simplifying regulations. It’s about removing unnecessary barriers that frustrate staff and residents, and about creating an inclusive environment where everyone has the opportunity to build a business, own a home, start a club, organize an event, or enjoy our open spaces. Through this process, we’re intentionally addressing outdated and discriminatory rules, and we’re aligning our regulations with community values—affordability, equity, climate resilience, and sustainability.

The new code will consolidate most city regulations related to development, including zoning, subdivisions, public works, and parks and open space, into a single, user-friendly document. We are prioritizing plain language, clear graphics, and accessible mapping so residents, staff, and developers can navigate the code with confidence. This clarity and predictability are essential for encouraging the types of development Missoula needs—more housing options, more diverse and affordable homes, and vibrant neighborhoods with small-scale businesses and public amenities.

We’re also committed to continuous improvement. We know that no code will be perfect on day one, so we’re building in a performance evaluation framework and will make routine updates as we learn what works best for our community. Public engagement has been central to this process, and we will continue to invite feedback as we implement and refine the new code.

Ultimately, code reform is our opportunity to tie together Missoula’s progress on housing, equity, climate, and economic development, and to live our values by eliminating systemic barriers that have held people back. With the new land use plan, forthcoming zoning, and unified development code, we are laying the foundation for a Missoula that is more accessible, equitable, and resilient for decades to come.
